Summary
In 1785, in order to open up the vast wilderness in the west of North America, the independent American Federation passed two bills that shocked the Old World: One is the "Opening Act" - do you want land? Come to North America. As long as you can afford it or can cultivate it for five consecutive years, the corresponding area of land in the West will belong to you forever! The other is the "Autonomy Act" - do you want to build your own home? Come to North America. If you can attract enough residents to live in the West, you can establish a new state and county there. The managers here will be selected by you, and the laws here will be made by you!
