## Hidden Rain Village##

The Hidden Rain Village, a hidden village covered by metal skyscrapers and intricate pipeline networks, has long been shrouded in the shadow of war.

Although its unique geographical location facilitates trade, it also makes it a victim of the constant conflict between the five major powers. The Hidden Rain Village sandwiched between these powerful forces cannot escape the fate of being dragged into the war no matter which side it chooses or whether it remains neutral.

During the Second Shinobi World War, the Hidden Rain Village was forced to join the battle and witnessed the tragic contest between Konoha, Iwagakure and Sand Village. The trauma of the war was deeply seared into the soul of the Hidden Rain Village, leaving behind devastation and thousands of dead souls.

The Third Ninja World War pushed the Hidden Rain Village into the abyss. The fierce conflict between the Land of Fire and the Land of Earth turned the Hidden Rain Village into a battlefield, bringing a devastating blow to this already devastated village.

After the war, the Hidden Rain Village was in ruins, and the survivors became refugees, struggling to survive in the ruins.

In the end, a ninja named "Pain", driven by the powerful force of the Rinnegan, overthrew the leader of the Hidden Rain Village at that time, Hanzo of the Salamander, and established a new rule.

Payne calls himself the "God of Peace" and governs the village with an iron fist. Anyone who dares to resist him will be ruthlessly eliminated.

On the top of the towering Payne Six Paths Tower in the center of the village, Payne silently watched over his territory. This tower not only symbolized his power, but also provided him with a commanding height from which he could control the overall situation. No conspiracy or trick could escape his eyes, and any disturbance was within his sight.

"Well done." Payne's deep voice broke the silence on the top of the tower.

Wearing his signature orange mask, Afei stepped out of the shadows, his eyes flashing with the Sharingan, full of confidence and ambition.

"The Three-Tails has been captured," Afei reported, "With the Two-Tails we got from the Hidden Cloud Village, the Three-Tails and Six-Tails from the Hidden Mist Village, and the Four-Tails and Five-Tails from the Hidden Rock Village, we now have five of the nine tailed beasts."

Akatsuki, a mysterious organization of renegade ninjas, have been secretly collecting the Tailed Beasts, attempting to harness their powerful powers to achieve their twisted goals.

"What should we do with the rest?" asked Pein, knowing that capturing all nine tailed beasts would be no easy task.

"The Eight-Tails is guarded by the powerful Raikage, and the Nine-Tails Jinchuriki Uzumaki Naruto is no ordinary man either. In addition, there are the Seven-Tails and the One-Tails whose whereabouts are elusive. It is not easy to get them." There was a hint of anxiety in Ah Fei's voice.

"I have extracted a portion of the Nine-Tails' chakra from Naruto's Jinchuriki and sealed it in the Outer Path Statue." Pein answered calmly, trying to allay Afei's doubts.

However, Ah Fei sneered:

"Do you think Naruto will just sit back and do nothing? He has made it his mission to stop us. He will stop at nothing to prevent us from collecting the tailed beasts."

Payne was unmoved:

"Anyone who stands in my way will be ruthlessly wiped out, even you, A Fei."

His pair of reincarnation eyes flashed with cold light, as if they could see through Ah Fei's soul.

"I know you're not the real Uchiha Madara, but I don't care about your true identity as long as you don't get in my way."

A Fei's Sharingan burst into a dangerous light:

"Don't forget who you are, Nagato," he warned, "I am your teacher. It was you who taught you how to use the Rinnegan. You should show me respect."

"As long as our goals are the same, none of this matters." Ah Fei suppressed the anger in his heart. He knew that now was not the time to break up with Payne.

"How do you plan to get the remaining four tailed beasts?" asked Pain. He was very curious about what Afei's plan was.

Just as Ah Fei was about to speak, he suddenly felt the presence of White Zetsu appear nearby.

'Strange,' he thought to himself, 'I didn't summon the White Zetsu.'

"What's wrong?" A Fei asked impatiently.

"Sasuke is dead." White Zetsu's voice was as calm as ever, but it was like a blockbuster bomb exploding in A Fei's ears.

"What?!" Ah Fei roared. He couldn't believe his ears. The plan he had carefully planned for seventeen years was wasted just like that? "What on earth happened?"

"He died in the battle with Itachi," White Zetsu replied briefly.

"Start from the beginning!" Ah Fei forced himself to calm down. He needed to know the whole story.

"I can't say too much." Bai Zetsu's answer made A Fei even more annoyed.

"Why?!"

"Because Naruto didn't let me say it." White Zetsu's words made A Fei furious. It was this damn Naruto again!

"It looks like your plan is in trouble." Payne couldn't help but laugh.

"Damn it!" Fei cursed angrily, "Where is Itachi now?"

"He has returned to Konoha." White Zetsu replied.

Ah Fei slumped in the chair, rubbing his temples with his hands:

"The situation is not good."

His originally perfect plan was messed up by Naruto, and now Sasuke is dead, and his years of hard work have been destroyed.

"If you want, I can bring Sasuke back." Pein said suddenly.

A Fei raised his head sharply, realizing that Pein might be able to revive Sasuke, although doing so would consume a large amount of Pein's chakra, but he had no choice.

Ah Fei asked the white Zetsu on the ground:

"Where's Sasuke's body?"

"It has turned to ashes." White Zetsu answered briefly.

"It looks like there's no hope." Ah Fei said as he walked to the balcony and looked down at the city below. "He's just a pawn after all." He thought to himself.

"You mentioned the other tailed beasts..." Pein began, and Fei came back to his senses and refocused on their current goal.

"We are one man short since Itachi betrayed us. I need to go to my hideout and start preparing Zetsu's army. We will need as many as possible," Fei explained.

"Are you going to the cemetery on the hill?" Payne asked, but Fei shook his head in denial.

"No, I'm going to my main hiding place, a place that no one knows about except me and Zetsu." Ah Fei said. Payne seemed a little unhappy, he didn't know where to find Ah Fei.

"That's it." Ah Fei said, and disappeared.

### A few days later ###

Ah Fei looked at the statue of Pain, who was slowly transferring chakra to White Zetsu.

A large number of White Zetsu were born from the chakra produced by the tailed beasts.

This looks like a factory, an extremely efficient factory.

The tailed beasts have an infinite supply of chakra, and even if it runs out, they only need to wait a while for it to be refilled.

"How many are there?" Ah Fei asked the first White Zetsu, while looking at the White Zetsu filing out of the ventilation duct with a smile.

He witnessed with his own eyes the creation of his army from scratch. Such an army, in time, will be enough to overthrow the five major powers.

"There are three thousand now, and I estimate that we will have five thousand by the weekend." Bai Zetsu replied. Although it could not see Ah Fei's expression behind the mask, it knew that Ah Fei must be smiling.

"Great." Ah Fei replied with satisfaction. "I believe they will only obey me, right?" Ah Fei asked, and Bai Zetsu nodded.

He didn't want his army to go to the battlefield, but be persuaded by Naruto with just a few words and go home obediently.

"In the meantime, I have another hiding place." Ah Fei said, and disappeared again.
