According to archival records, before 1973, the forest park was located on farmland and was owned by the Jiao County Rural Commune. After reform in 1973, the city government and the commune jointly funded the establishment of the Red Star Factory. In 1979, the Red Star Factory expanded its factory area and opened up the People's Park. ; In 1984, the Red Star Factory entered a semi-stop production state; in 1992, the Red Star Factory was officially closed; in 1993, with funding from the municipal government, the Red Star Factory was renovated into a forest park. It was completed and opened in 1994. The lake in the Forest Park was excavated in 1993 and completed in 1994. No deaths were reported during the construction of the forest park. Previously, there were no reported cases in Jiao County Rural Commune and Hongxing Factory.

There were a total of three cases involving the Luoqu River in the Jiao County Basin. The victims were two men and one woman. All cases have been solved. All three have short hair, so suspicion has been ruled out for the time being.

The true identity of "Captain Li" of the Red Star Factory was found to be Li Aihua, male, born in 1952 and died in 1993. He committed suicide. The cause of death was cut wrists and his body was found at home.
