Konoha twins

Inexplicably crossing over to Naruto, inexplicably becoming Naruto's twin brother, inexplicably sealed in the body by Minato, who is about to die, the other half of Nine Tails.
It doesn't matter, these are all acceptable, but I don't know if Yin Jiuwei's head was pinched by the belly button during the seal, so why is he just a chatterbox?
