For example, in Civilization V, although Gandhi was better than other leaders at using peaceful means such as diplomacy, his "nuclear weapon index" was also the highest among the leaders, set at 12 (the index for the other three leaders who were more inclined to use nuclear weapons was 8, and the index for most leaders was 4-6). Therefore, compared to conventional armies, Gandhi still preferred launching nuclear attacks.
