Grieving but powerless.

He knew who was the source of the evil, Tony Stark, the murderer.
Bruce Banner, the one who gave the sword.
The Avengers, the accomplices.
Zemo looked at his palm in the wooden house, and there was a faint scar running through it. This is the flesh and flesh that was cut when he pulled apart the steel bar, and it was a pale witness of the disaster.
