The reason why this training class is called "military-civilian joint" is because there are active police officers participating in it.

The reason why it is named "Binjiang City" is based on two considerations. One is that the rescue forces on the river need to be integrated, and the other is that organizing training requires funds.

After the disaster of Typhoon No. 11 that just passed, the city defense department realized the importance of maintaining a water rescue force. The Water Branch and the Changhang Navigation Branch submitted an application for organizing flood prevention and rescue training to the prevention index, and the prevention index was quickly approved.

Not only was a training fund approved, but ten assault boats and ten unpowered rubber boats were also purchased to equip the water branch, long-distance navigation branch, fire brigade, border inspection station surveillance squadron and two port enterprise fire brigades.

Training requires space, and Binjiang Shipping College is right on the riverside. Students are on vacation during the summer, so the school buildings and dormitories are empty, which is perfect for organizing training.
