The La Pampa Province government will undergo another reorganization, establishing five new departments: Petrochemical Industry Department, Steel Industry Department, Mechanical and Automotive Industry Department, Energy and Power Industry Department, and Foreign Trade Department. Five ministers and fifteen deputy ministers will be appointed to focus on deploying and developing the scale of state-owned and important private companies within La Pampa Province.
The next step is to continue importing complete sets of industrial equipment and support the expansion and construction of new factories by private companies. Finally, let me briefly explain why population is the primary productive force in Argentina. According to last year's statistics, the Greater Buenos Aires area has 4 million people, which is equivalent to our La Pampa Province, but its economic scale is about twice as high as La Pampa Province. The population of our Blanca City is rapidly approaching that of Buenos Aires City, but our main urban area is far inferior to Buenos Aires City. This requires continued efforts in urban construction planning.
Internationally, there are two super cities worth learning from. Last year, New York City had a population of 7.782 million, and the Greater New York area had a population of 12 million. The annual throughput of the Port of New York exceeded 50 million tons. The economic scale of the entire United States is 534.4 billion US dollars, while the economic scale of the Greater New York area is about 50 billion US dollars, which is 50 times that of La Pampa Province and more than 4 times that of Argentina.
The population of the Greater London area is 8.615 million, and the population of London, England, is approximately 5.002 million. Its economic scale is 20 times that of La Pampa Province, accounting for more than one-third of the UK, approximately 21 billion US dollars. Apart from external factors, a large population is also the reason why New York City and London can accommodate such a scale of economy. With the current qualifications of La Pampa Province, it is of course impossible to compare with Little Japan and South Korea. The population alone cannot compare, but this does not prevent domestic and foreign capital and population from pouring into Blanca City. Although the city of Blanca has a clear plan and looks quite new, and the roads are quite spacious, the city does not look beautiful enough, and there are not many high-rise buildings.
It seems that there are industrial areas and tenement buildings everywhere. There is no other reason, because these buildings can not only develop the economy quickly, but also save money, and the scale of construction is super fast.
Blanca City can simultaneously start construction of 100-200 tenement buildings without any pressure. The construction period can be compressed to within half a year or even shorter. Renovating houses is also very fast, and laying water and electricity takes only one month to complete. The quality can also be fully guaranteed, while also reserving profits for construction companies.
These tenement buildings do not need elevators and are sturdy and durable. They only need simple replication. More than 10 companies have mastered this construction speed, which is very practical.
As for the Finance Department, the La Pampa State-Owned Assets Committee, and the Blanca City State-Owned Assets Committee, these three most important state-owned asset supervision and management departments in La Pampa Province, San José reorganized them with the greatest effort, focusing on managing the 143 state-owned companies in La Pampa Province. Those with still poor efficiency will be reorganized and merged in 1959 to establish large-scale state-owned company groups and enhance market competitiveness.
The scale of the Argentina National Stock Exchange and the number of listed companies need to be further expanded, especially the financing of large state-owned companies, which needs to be further increased, promoting the listing of at least 10 state-owned companies to reduce the economic pressure on the La Pampa Province government.
In terms of military development, support the development of the La Pampa Military Industry Company, compete with the private Cohen Heavy Industry, and introduce Soviet weapons.
