#267 - City Hall Relocation Team

The town governments will have greater independence in development and a lower level of development. They belong to the city government and will be upgraded to district governments when necessary.
The district governments have a higher degree of urbanization and are mainly led by the city government. The financial revenue and taxation are uniformly planned by the city government.
The civil servants of the district governments are uniformly responsible by the city government, but have more independence. As formal subordinate institutions of the civil servants, they have formal establishment and departments. The first person in charge of the district government is the district chief and the town chief, who are not directly elected, but appointed by the city government.
There are also deputy district chiefs, ministers, and other department institutions. Except for major resolutions, the city government does not need to be consulted for other matters.
