The good news is that the population of Catalonia and the Basque Country at this time has not yet reached the point where it can threaten Spain.
Spain's population is about 16.6 million, of which the majority are Spanish. Catalonia's population is only about 1.3 million, and the population of the Basque Country is only a little over 300,000.
The combined population of the two regions is only 1.6 million, less than one-tenth of the total population of Spain, which is why Carlos is confident that he can solve the independence of these two regions once and for all.
