The Ten Kings of Hell are only in a middle position in the management hierarchy of the underworld. Above them are the Six Heavenly Kings of Luofeng, the Five Ghost Emperors and the highest god in the ghost world, the Great Emperor of Fengdu.

Luofeng Mountain is the residence of Fengdu Emperor. There are six shrines built on the mountain. Luofeng Liutian is the palace guarding god who manages the six palaces.

The Five Ghost Emperors are governed by two gods from each direction.

The Western Ghost Emperor is jointly governed by Zhao Wenhe and Master Wang in Dangzhong Mountain.

The Northern Ghost Emperor is jointly governed by Zhang Heng and Yang Yun in Luofeng Mountain.

The Southern Ghost King is quite special. There is only one person, Du Ziren, who governs Luofu Mountain by himself.

The other direction is the center, which is the Central Ghost Emperor, governed jointly by Zhou Qi and Ji Kang in Baodui Mountain.

Among the Five Ghost Emperors, there is a general leader like Huangdi, he is Beiyin Fengdu Emperor. He is in charge of the Five Directions and is the highest ruler among the Ghost Emperors.

All living beings in the world, including humans, animals, and plants, will enter the underworld and hell after losing their lives, and their souls are all governed by the Emperor of Fengdu.
