After saying this, Dumbledore turned around resolutely and walked away from the spacious hall with firm steps, leaving behind only Fudge with an angry face and the wizards who were silent and looking at each other.

Obviously, speech plays a vital role and has a great influence in any world. Even in the magical world full of fantasy, this situation still exists and cannot be ignored.
