Chapter 251: The Outer Statue is Stolen

"This is impossible," Naruto said in shock as he looked at Nagato's Rinnegan.

He gave the Rinnegan to Hinata, hoping that she could study its origins.

After all, you need to have Uchiha and Senju bloodline to open the Rinnegan, and both of those clans are from Konoha.
