Two air crashes caused by supercooled large water droplets (SLD) icing weather conditions occurred intensively within three years. Obviously, they can no longer be regarded as small-probability events.
Therefore, the FAA proposed to update the part of its airworthiness certification standards related to anti-icing, which is Appendix C of FAR-25, to include the mixed icing conditions of freezing fog/rain and ice crystals & supercooled water droplets, which is 100 microns. At a time when public attention is extremely high, the reason why the FAA is using aviation safety as a stick that is full of accuracy is naturally not just because of its good intentions.
As far as the field of aircraft icing is concerned, regardless of theory or engineering, Americans have always been far ahead of the world (at least before), relying on the advantageous climatic conditions of the Great Lakes region.
As for the new conditions they proposed this time, European aviation companies would not have time to study them on their own.
Even JAA (the predecessor of EASA) has difficulty in conducting independent review.
Once the standard is passed, the entire European aviation industry will be subject to the FAA in this regard for at least a few years.
The condition proposed by the United States is that if the EU can approve the merger of Boeing and McDonnell Douglas, they will suspend the proposal of this amendment.
