There is no such thing as levels in the Pokémon anime! And my writing also continues this. The strength is rough, and I feel that I will be crushed when I should be crushed.

After all, I myself can’t stand the kind of Pokémon writing that has very clear levels. This doesn’t mean that the writing is not good, but I personally can’t accept this style. (I haven’t read it myself, so I can’t comment!)

It's very difficult.

And what I wrote is the anime version, not the game version. Some skills Pokémon can learn suddenly or learn by asking others to learn them. They do not need to reach a level or evolve to learn them (a small part still needs to evolve to learn them. Otherwise the meaning of evolution would be meaningless).
