As Voldemort's Horcrux, Nagini follows Voldemort almost all the time and is under his protection.

Only for a few hours in a week did Voldemort allow Nagini to leave Avery Manor and go hunting in the nearby primeval forest, giving her a small amount of free time. This was also Voldemort's preference for Nagini.

After all, even the Death Eaters in Avery Manor were not allowed to leave Avery Manor before Voldemort led them to attack Hogwarts Castle. They were forced to practice methods of plundering star power in preparation for war.
