Rules for governing a country are made by people and must be implemented and followed by people.

Using God to explain all this is probably to add a bit of mystery and authority.

The difference between a tyrant and an enlightened monarch is that a tyrant values ​​his personal will above all else and is above the rules. He is lawless and does whatever he wants, such as King Zhou of Shang (doubtful).

An enlightened monarch respects the rules and pays attention to acting according to the rules. In today's terms, it means acting in accordance with the law and making his words and deeds conform to the rituals, such as King Wen of Zhou and King Wu of Zhou.

Jizi took a fancy to King Wu and awarded Hong Fan Jiuchou because he was a rule-abiding person, because any rule is meaningless to a person who despises the rules.

The best way to deal with people who don't follow the rules is to not follow the rules.
