The poor are the most basic existence of society.

And Zhu Yuanzhang, who was born in poverty, is able to know how to divide the political system so that he can better express people's needs.

Of course, this is only on the surface.

And the most important thing is that Ming Dynasty's political reform must conform to Zhu Yuanzhang's heart.

This is where the contradiction between the poor class and the old bureaucratic class lies and the starting point.

But what kind of bureaucratic structure is most suitable for Ming Dynasty?

After decades of his own feelings and struggles, Zhu Yuanzhang already had a rough outline in his heart.

The bureaucracy in the early years of Hongwu basically followed the system of the Yuan Dynasty.

Zhu Yuanzhang gradually felt that there was a very serious crisis lurking in the current political system, especially the prime minister of Zhongshu Province, who was below one person and above ten thousand people.

He holds the administrative power, and it is most likely to create a situation where the power is arbitrary and the imperial power falls aside.

Once, Confucian scholar Yan Li and others wrote to Zhu Yuanzhang, listing various reasons for the demise of the Yuan Dynasty.

After reading it, Zhu Yuanzhang said, "You advocate that you should not go beyond the Zhongshu Province to give a memorial to the emperor. This is the fatal disease of the Yuan Dynasty. The emperor cannot personally handle the country's administrative affairs, which will inevitably lead to ministers arbitrarily expelling power."

Zhu Yuanzhang did not adopt their opinions, but did the opposite, doing his best to strengthen the authority of the central government and the authority of the emperor.

Therefore, starting from this point, Zhu Yuanzhang's inner system reform started from the local institutions.

Going back to the previous dynasty, the Xingzhongshu Province set up in the Yuan Dynasty was separated from the Zhongshu Province in Dadu.

In charge of a province's military, civil, financial and judicial powers, it has a prominent position and great power.

In this way, a situation in which the branches are strong and the stems are weak, and the power is at the center.

In fact, an Xingzhong Province is a small independent kingdom.

Back then, Zhu Yuanzhang also served as the prime minister of the Ministry of Education for several years, but he never put Xiaoming Wang in his eyes.

Therefore, he had the deepest insight into the disadvantages of the establishment of the Xingzhong Shusheng in the Yuan Dynasty.

In the [-]th year of Hongwu, Zhu Yuanzhang abolished the local Xing Zhongshu Province, and re-established the Chengxuan Political Envoy Department, referred to as the Chief Political Department.

The Chief Secretary has a left and a right chief envoy each.

They are envoys sent by the emperor to the local area, responsible for implementing the orders of the imperial court, and their scope of power is limited to civil affairs and finance, and they manage local political affairs according to the emperor's will.

At that time, there were 13 chief secretaries in the country.

At the same time, the local government also set up the commanding department for the military management and the punishment and inspection department for the judicial management.

The three institutions are independent, but also check each other. At the same time, he directly obeyed the command of the imperial court.

After realizing the reform of local administrative institutions, Zhu Yuanzhang began to concentrate on reforming the central government institutions, first of all, the Zhongshu Province, which was in charge of the world's political affairs.

Among the various institutions of the central government, Zhongshu Province has the highest position.

Its chief executive, the left and right prime ministers, is also responsible for commanding all officials.

In this way, the contradiction between the monarchy and the prime minister, the emperor and the prime minister is the most likely to intensify.

The first left and right prime ministers in the early Ming Dynasty were Li Shanchang and Xu Da respectively.

Li Shanchang has always been known for being cautious in dealing with people.

Xu Da spends most of his time leading troops to fight outside.

None of them formed a major conflict with the emperor Zhu Yuanzhang. But after the aspect was passed on to Hu Weiyong, things changed. The conflict between him and Zhu Yuanzhang later developed to the point of life and death.

Hu Weiyong is from Dingyuan, one of the important figures in the Huaixi Group, and the son-in-law of Li Shanchang, the number one founding hero. He relied on Li Shanchang's background to become Prime Minister Zuo.

In the court, he had all the power and acted arbitrarily, without asking Zhu Yuanzhang for instructions.

How could Zhu Yuanzhang tolerate being by his side!

Before Hu Weiyong was promoted to prime minister, Liu Ji once told Zhu Yuanzhang that Hu Weiyong was a beast that was difficult to tame.

Later, Liu Ji and his son wrote to Zhu Yuanzhang to expose Hu Weiyong's crimes.

Soon, Liu Ji fell ill.Hu Weiyong pretended to care and took the doctor to visit him. After Liu Ji took the doctor's medicine, he immediately felt uncomfortable in his chest, and he didn't stay for a few days. The founding hero was murdered by Hu Weiyong in this way.

Zhu Yuanzhang made up his mind to find an opportunity to get rid of this serious trouble.

One day, Hu Weiyong's son was ostentatiously passing through the city of Nanjing in a carriage. He accidentally fell off the carriage and died.Hu Weiyong took his life as a coachman.

When Zhu Yuanzhang found out, he was very angry, and he insisted on Hu Weiyong's death.

Hu Weiyong requested that the driver's family should be compensated with money and silk to settle the matter.

Zhu Yuanzhang firmly refused.Hu Weiyong was very nervous when he heard this, so he strengthened his determination to start an incident.

In the first month of the 13th year of Hongwu, Hu Weiyong entered the concert, falsely claiming that Liquan came out of a well in the capital, and invited Zhu Yuanzhang to watch it.

Zhu Yuanzhang was so overjoyed that he believed it to be true.

While he was walking, Yun Qi suddenly rushed up the sidewalk, stopped the carriages and horses, and burst into tears in a hurry.

Zhu Yuanzhang thought it was disrespectful, so he ordered the left and right guards to mess around.

Immediately, Yun Qi's right arm was broken, but he resolutely pointed at Hu Weiyong's mansion.

Zhu Yuanzhang suddenly realized that he hurried back to drive to the city. He saw Hu Weiyong's mansion from a distance full of military spirit. At the same time, it announced the revocation of Zhongshu Province, the removal of the prime minister, and the promotion of the status of the six ministries of officials, households, rites, soldiers, criminals, and workers.

There are six departments in charge of government affairs, which are directly responsible to the emperor. It is also stipulated that future emperors shall not be allowed to establish a prime minister again, and if any of the ministers asks to be established again, they shall be punished severely.

Hu Weiyong's case was complicated and rife, which lasted for several years.

In the 23rd year of Hongwu, Zhu Yuanzhang revived the prison and killed dozens of officials from the princes.

In this way, more than 3 people were killed before and after the Hu case.

Even the 77-year-old Li Shanchang, who is the "No. 70 honored minister", also put all [-] members of his family to death on the grounds that there was a change in the sky and he had to kill ministers to respond to the disaster.

After Zhu Yuanzhang abolished Zhongshu and dismissed the prime minister, he carried out a series of reforms and adjustments to the central supervision and judicial organs.

In the 15th year of Hongwu, Zhu Yuanzhang changed it to the Metropolitan Procuratorate. There are thirteen departments and 110 supervisory censors. Its power is to correct and impeach all officials and identify injustice.

These supervisory censors were originally only seventh-rank officials, but they could say anything and report on any official.

In the DPRK, all bureaucratic organizations can be supervised, and when they are sent to the local area, they will inspect the press, supervise the army, inspect the salt, inspect the water, inspect the customs, inspect the schools, etc.

In particular, the inspector censor has more power.Because he is traveling on behalf of the emperor, he can make decisions on small matters, and directly report to the emperor for rulings on major matters.

Zhu Yuanzhang's practice of controlling the big with the small and controlling the outside with the inside made these people actually become the emperor's eyes and ears to attack dissidents.

In addition, the six departments of the Central Committee, which supervised the officials of the six ministries, and the Metropolitan Procuratorate, Dali Temple, and the Ministry of Punishment, and the cooperation and correction of the three central legal departments further consolidated the rule of the central government and strengthened the supreme power of the emperor.

After such reforms and rectifications, Zhu Yuanzhang's imperial power was indeed strengthened. But the emperor's government affairs also became onerous.

In the past, the prime minister assisted in government affairs, but now Zhu Yuanzhang monopolizes the power alone, no matter how big or small.

Even so, the numerous contradictions in government affairs have not been resolved.

If things go on like this, or the emperor will be physically exhausted, or military affairs will be delayed.

In the 15th year of Hongwu, Zhu Yuanzhang set up Huagai Hall, Wenhua Hall, Wuying Hall, Wenyuan Hall, Dongge Hall and other halls, and the officials with relatively low grades such as editing, reviewing, and lectures were appointed to help Zhu Yuanzhang Come to read the memorial, deal with the drafting of documents, assist the attendant, and prepare for the consultant.

The former hectic phenomenon has gradually changed.
